List everything your emergency diesels need to start and pick up load: start signals, automatic transfer switches, governors, battery chargers, fuel pumps and the controllers that sequence them. Those functions should work even if every network on site is down, using hardwired signals and local controllers rather than depending on SCADA.

Then design your network zones. Your gas turbine generators, the plant SCADA, your corporate network and remote access each belong in separate zones, with firewalls and one-way data flows where possible. Your standby diesel control zone should accept as little traffic as possible, ideally only monitoring data flowing out.
